The Design Collective of Baltimore was chosen as the lead architect for this project and Manning Architects assisted in the creation of a pre-development plan for the community. Our team utilized consensus-based community planning to create a plan for the physical redevelopment of Hollander Ridge, the implementation of self-sufficiency programs, and the establishment of partnerships with regional stakeholders. The master planning process included an analysis of the existing conditions, relocation planning, public and social service planning, project scheduling, and solicitation for funding. The pre-development plan outlined the creation of a mixed-income community with approximately 800 residences. While never implemented, this project was intended to serve as a model for the revitalization of Baltimore’s public housing developments.
