New Orleans Union Passenger Terminal Master Plan

The Regional Planning Commission (RPC) first commissioned Manning Architects in 1994 to develop a master plan for converting the NOUPT into a multimodal transportation center. Many of the recommendations from this plan have been brought to fruition, such as upgraded facilities and repaired historic murals within the terminal building, the extension of Howard Avenue into the sports complex, and the construction of the New Orleans Arena.

Manning updated the original NOUPT master plan in light of the changing needs of this district over the past decade and as a result of Hurricane Katrina. Manning documented the existing local environment, including traffic analysis, property developments, population forecasts, perceived and explicit needs of the public, and Greyhound and Amtrak operations. From this, a plan for the future of the NOUPT was developed which also accommodates a new regional corridor rail service from Baton Rouge, increased rail service across the Gulf Coast, and city-mandated evacuation procedures.
