St. Thomas Revitalization Plan (Now River Gardens)

Manning Architects worked with Historic Restoration, Inc. to create a master plan for the revitalization of the 1,510-unit River Gardens (formally St. Thomas Housing Development) in New Orleans’ Lower Garden District. Funded under the HOPE VI Program, this project called for the demolition of the existing units and construction of a mixed-income community. Manning Architects developed the site and master plan which integrated this 42-acre site into the neighboring communities.

The project was broken up into two phases, the first of which was completed in 2004. Phase two included apartments, condominiums, and a continuing care residential center and was completed in 2008. The River Gardens revitalization effort serves as a model for future public housing developments to be built throughout New Orleans in the coming years to replace those destroyed by Hurricane Katrina.
