Manning Architects led a series of charrettes and site visits with four stakeholder groups: Residents, City of New Orleans, HANO, and HRI Properties. We reached a consensus on a conceptual master plan that reflects the traditions of New Orleans development patterns while accommodating the requirements of contemporary lifestyles.
The plan is being shaped by HUD requirements for replacement, work-force, and market-rate housing. The existing 821 housing units have been replaced by 900 units. New streets extend through the site reconnecting the development to the city’s street grid. A neighborhood park with playgrounds and a community center is centrally located on the site. The plan adopts a preservation strategy as the focal point of the design where existing buildings, open spaces, and large oak trees serve as cohesive units woven into the new layout.
